Robert A. Owen, 88, of Leesburg, Va., and formerly of Cynthiana, Ky. passed away on June
17, 2006, in Scottsdale, AZ. He was born in Cynthiana, Ky. January 20, 1918 to the Sterling P.
Owen, Jr. and Lillian A. Owen, who with a brother, Sterling P. Owen III, predeceased him.
He is survived by his wife, Mary Elizabeth Howk Owen, Son, Robert (Nancy) Owen, Jr., of Cynthiana,
a daughter, Ann Flynn (Harold L.) Duncan, Scottdale, AZ., son, Mark (Martine) Owen, Germantown,
MD., Brother, Jack H. Owen, Cynthiana, Five Grandchldren and Seven Great Grandchildren.
Mr. Owen attended Kentucky Military Institute, Louisville, Washington and Lee University, the
University of Kentucky and the University of Cincinnati. From 1937 to 1940, he was manager of
River View Farm, his father's saddle horse farm in Harrison County and assistant tobacco buyer
for the S. P. Owen Tobacco Company. During World War II, he was a US Government Tobacco
Inspector and an engine tester for Wright Aeronautical Corp. in Cincinnati. From 1945 to 1954,
he was manager/general manager of the S. P. Owen Tobacco Company, New Dixie Tobacco
Warehouse and the Dixie Sales and Storage Company of Cynthiana. During this period, he was a
founding member and Secretary/Treasurer of the Cynthiana Chamber of Commerce and a member
of the Cynthiana Tobacco Board of Trade, School Board, Rotary Club and the Harrison County
Businessmen's Association. In 1954, he was appointed Director, Tobacco Division, Foreign
Agricultural Service, US Department of Agriculture in Washington, DC and moved to Chevy Chase,
MD. In this role, he visited over 90 foreign countries promoting US Tobacco. During his federal
service, he served as Director of several divisions of the Foreign Agricultural Service and attended
the Industrial College of the Armed Force, the Foreign Service Institute, and the USDA Graduate
School. He was commissioned a Kentucky Colonel for his outstanding work in International Trade.
Pror to retirement in 1980, he served on a commission to foster the transition to the Metric
System. During government service, he he was active in Toastmasters International, serving as
Governor, National Capital District and as an International Director. A recognized public speaker,
he received a Distinguished Speaker Diploma and ofter judged speaking competitions. His avid
hobby was woodworking. In 1998, he and his wife, moved to Leisure World in Leesburg, Va.
In February, he and his wife celebrated their 68th wedding anniversary.
A memorial service will be held 11 A.M. Friday, June 30, 2006 at the Cynthiana Christian
Church, Visitation to be at 10:30 A.M. at the Church. Burial in Battle Grove Cemetery.
